Ohio law considers solid waste composting a form of solid waste disposal. Therefore, composting is regulated and facilities must register and obtain a permit for the types of wastes composted, operational requirements of the facility, and testing requirements for the finished product prior to distribution. Below is a brief overview of the classifications. To learn more, visit OH EPA.

Class I: may accept a variety of solid wastes (glass, food, plastics, pesticides, household cleaners, etc.), food waste, yard waste and other industrial wastes.

Class II: may accept only source-separated yard waste, animal wastes, specified agricultural wastes, authorized bulking agents and additives, and other alternative materials (feed stocks, bulking agents and additives).

Class III: may accept only source-separated yard waste, animal wastes, specified agricultural wastes, authorized bulking agents and additives. Size: less than fifteen thousand square yards of total area.

Class IV: may accept only source-separated yard waste, authorized bulking agents, and the following additives: urea and bacteria or fungal inoculum.

See attached list of Class III and Class IV sites in Ohio.
