Useable chemicals

Is this a good place to list useable excess chemicals that people have? I am working with a business in Lorain County that has extra drums of concrete waterproofer. Also do people know of any local waste exchanges? I'll check again at Ohio Materials Exchange but the last time I looked nothing was listed so it makes me wonder if anyone actually uses it.
