Grant Opportunities
This message announces the availability of more than $523 million in
funding opportunities for state, local, and tribal governments from the
U.S. Department of Transportation (DOT), U.S. Environmental Protection
Agency (EPA), and the U.S. Department of Energy (DOE) that can be used
to support climate and energy initiatives including public transit,
source reduction, energy efficiency, and community education. For full

Weatherization Training Centers and Programs - $30 million
The U.S. Department of Energy requests proposals for Recovery Act -
Weatherization Assistance Program Training Centers and Programs.
Through this RFP, DOE seeks to develop new or expand existing
weatherization training centers and training programs. Eligibility
includes all entities other than federal agencies, FFRDC, and
non-profits, but applicants must demonstrate partnership or affiliation
with a state weatherization office, local weatherization provider, or
existing weatherization training center. Up to 30 awards are
anticipated. Responses are due 1/21/10.

Urban Circulator Program - $130 million
The U.S. Department of Transportation, Federal Transit Administration,
requests proposals for the Urban Circulator Program. This program will
support projects such as streetcars, buses, and bus facilities that
connect urban destinations and foster the redevelopment of urban spaces
into walkable mixed use, high density environments. Eligible entities
include transit authorities and other public bodies and agencies
authorized to engage in public transportation. Up to 6 awards are
anticipated. Responses are due 2/8/10.

Livability Bus Program - $150 million
The U.S. Department of Transportation, Federal Transit Administration,
requests proposals for the FTA Bus and Bus Facilities Livability
Initiative. The Livability Bus Program makes funds available to public
transit providers to finance capital projects to replace, rehabilitate,
and purchase buses and related equipment and to construct bus-related
facilities. Project evaluation criteria includes, but is not limited
to, a determination of whether the project promotes a more
environmentally sustainable transportation system, improves energy
efficiency, or reduces greenhouse gases. Applicants are encouraged to
provide information regarding the expected use of clean or alternative
sources of energy. Eligible entities include direct recipients under the 5307 Urbanized Area Formula, States, and Indian Tribes. Responses are due 2/8/10.

Weatherization Assistance Program - $210 million
The U.S. Department of Energy requests proposals for Weatherization
Formula Grants. WAP funds are used to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. WAP assists persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burden. Prime applicant eligibility is restricted to agencies responsible for administering the annual Weatherization Assistance Program (WAP) formula allocation. 58 awards are anticipated. Response due date dependant on fiscal year end of prime applicant, with range of 2/15/1 8/1/10. For more info, go to:

Community Action and the Environment - $2 million
The U.S. Environmental Protection Agency requests proposals for the
Community Action for a Renewed Environment (CARE) Program. CARE is a
unique community-based, community-driven, multimedia demonstration
program designed to help communities understand and reduce risks due to
toxic pollutants and environmental concerns from all sources. Eligible
entities include local governments, federally recognized tribal
governments, non-profit organizations, colleges and universities. Up to
9 awards are anticipated. Responses are due 3/9/10.
